Slovenian Presidency of the Council of the European Union

Recovery from the pandemic and strengthening the Union’s resilience against future health challenges, promoting the discussion on the future of Europe, underlining the importance of the rule of law and European values, and building security and stability in the European neighbourhood are the four (4) priority areas that the country of Slovenia wishes to focus on during its mandate at the helm of the Council of the European Union.

With regard to matters of ‘Health, employment and social affairs’, the Slovenian presidency emphasises the following in its programme:

The pandemic has shown weaknesses in health systems when these have to respond to sudden systemic shocks. The Slovenian presidency wants to contribute to strengthening the EU’s effective response to health threats and possible future pandemics by starting discussions on a proposal for establishing a new ‘Health Emergency Response Authority (HERA)’.

A central guideline with the aim of improving working and living conditions in the EU is the European pillar of social rights and Slovenia supports the action plan for its implementation. With the aim of dealing with demographic challenges, the Slovenian presidency wants to prepare Council conclusions on promoting quality work for a quality life for all generations. It will seek the widest possible support for the development of a directive on a minimum pay framework. Ensuring the equal treatment of mobile workers is one of the EU’s most important achievements and the Slovenian presidency wants to continue negotiations on the coordination of social security systems.

In another part of its programme, the Slovenian Presidency emphasises the need for awareness of the European way of life, which cannot simply be taken for granted and is based on respect for personal dignity, freedom and fundamental rights, as well as respect for rules and the fulfilment of obligations.
